
Anti-Bribery Policy: A Call for Transparency in RTO and Traffic Signals

Bribery has long been a pressing issue in India, particularly in the transport sector. Drivers, especially those working for app-based platforms, often find themselves forced to pay bribes at Regional Transport Offices (RTOs) and traffic signals just to carry out their daily work. This unethical practice not only burdens hardworking drivers but also corrodes public trust in the system.
As the National President of the Indian Federation of App-Based Transport Workers and President of the Maharashtra App-Based Transport Workers Union, I strongly demand for a strict anti-bribery policy to protect drivers from this exploitative system. It is time to take a firm stand against corruption and ensure transparency in law enforcement and regulatory procedures.
The Reality of Bribery in the Transport Sector
Every day, app-based drivers face unnecessary hurdles while performing their duties:
1. Bribes at RTOs: Many drivers report being asked for under-the-table payments to process permits, vehicle registrations, and fitness certificates. Even for legitimate approvals, they are often forced to pay extra just to avoid long delays.
2. Traffic Signal Extortion: Some traffic police officers allegedly demand bribes to ignore minor infractions or fabricated violations, making it difficult for drivers to operate fairly.
3. Harassment and Fear: Those who refuse to pay bribes often face excessive scrutiny, harassment, or even unjust penalties, affecting their livelihood.
Implementing a Strong Anti-Bribery Policy
To combat this issue, we propose a strict anti-bribery policy with the following measures:
1. Digital and Transparent RTO Processes
– Online Permit and Registration: The government must ensure that all RTO-related processes are digital, reducing human interaction and minimizing opportunities for corruption.
– Fast-Track Services Without Bribes:
Drivers should have access to legal fast-track services without being forced to pay unofficial charges.
2. Strict Monitoring of Traffic Officials
– Body Cameras for Traffic Police: Mandatory body cameras for traffic officers can help record all interactions, preventing bribery and misconduct.
– Anonymous Complaint System: A dedicated hotline or mobile app should allow drivers to report bribery demands without fear of retaliation.
3. Strong Legal Action Against Corrupt Officials
– Zero Tolerance Policy: Any RTO officer or traffic police personnel found engaging in bribery should face immediate suspension and legal action.
– Whistleblower Protection: Drivers who expose corruption must be safeguarded from any form of harassment or backlash.
4. Driver Awareness and Empowerment
– Training on Legal Rights: Drivers must be educated about their legal rights and the correct procedures for dealing with RTOs and traffic police.
– Support from Transport Unions: Our union will continue to fight for drivers’ rights, providing legal aid and support against corruption.
A Call for Collective Action
Bribery is a two-way process—it thrives when there is a giver and a taker. While authorities must enforce strict laws, drivers should also refuse to participate in corrupt practices.
The Indian Federation of App-Based Transport Workers and the Maharashtra App-Based Transport Workers Union urge all drivers to stand strong against bribery and report any incidents.
We also call upon the government and law enforcement agencies to take immediate action in implementing these measures. Transparency, fairness, and accountability must be the foundation of our transport system. Only then can we build a corruption-free future for all.
